What Is a UTC Offset? (And Why India Is +5:30)
Every clock time on Earth is described the same way: UTC plus or minus an offset. London in winter is UTC+00:00, New York in summer is UTC−04:00, India is UTC+05:30. Once you think in offsets, time zones stop being a mystery and become simple arithmetic.
The rule, and the range
Offsets run from UTC−12:00 to UTC+14:00 — a span of 26 hours, which is why there are always two or three different calendar dates in progress somewhere in the world. The extremes are deliberate choices, not geography: Kiribati's Line Islands sit at UTC+14:00 because the country shifted the date line eastward in 1995 so its far-flung islands would share one working week.
Why some offsets aren't whole hours
Roughly a dozen places use offsets that are not a whole number of hours, and the reason is almost always the same: whole-hour zones would put local noon uncomfortably far from actual solar noon.
- 30-minute offsets: India (+5:30), Iran (+3:30), Myanmar (+6:30), Newfoundland (−3:30), central Australia (+9:30), the Marquesas Islands (−9:30).
- 45-minute offsets: Nepal (+5:45) and New Zealand's Chatham Islands (+12:45) — the only two in regular use.
India's +5:30 is a national compromise: a single time zone for a country spanning about 30 degrees of longitude, split down the middle so neither Gujarat nor Assam is unreasonably out of step with the sun. It also explains why the sun rises before 5 a.m. in the northeast in summer — a long-running argument for a second Indian time zone.
Offsets move; zones don't
Here's the distinction that trips people up. A time zone is a place with a set of rules — America/New_York. An offset is what that zone happens to be right now — −05:00 in winter, −04:00 under daylight saving. Storing "EST" or "−05:00" against a future appointment is how meetings end up an hour wrong in April; storing the zone name keeps it correct through every rule change.
